This is an approximate list and the ordering of its elements shows their distance and impact on everyday life from the perspective of citizens in a community and state setting, thought of in liberal and cosmopolitan terms. It favours a state security and institutional perspective. To some degree it counterbalances the liberal hierarchy of priorities which has emerged in the recent praxis of statebuilding. Liberalism is also supposed to focus on individual freedom; the liberal state on a social contract; and cosmopolitanism on at least a thin universality. According to the traditional orthodoxy, the everyday is relatively less visible than that of power, states and interests. From the perspective of everyday life, political agency is constructed through security, human security, material needs and public services, culture, custom and identity. In liberal terms this creates a hierarchical and progressive teleology, leading to the construction of a state which guarantees everyday life, regional peace, cemented by international institutions.
